Judy Pennycook began her journey in public service as a Member of the Board of Trustees for the North Monterey County Unified School District, where she served from 1985 until 1992.  She served the district as President, Vice President, Regional Occupation Delegate, Strategic Planning Team Member, Member of Focus for the 90's, and District Instructional Goals Representative.

In 1992, Ms. Pennycook sought an appointment to a vacancy on the Monterey County Board of Supervisors, and on April 1, 1992, the Governor  appointed her as Supervisor for North Monterey County.  Supervisor Pennycook served as Chair of the Board of Supervisors in 1993, and was re-elected to the Board of Supervisors in 1994 and in 1998.  In her capacity as a County Supervisor, Judy served the entire County, focusing on land use, water and traffic issues. 

Prior to holding elected office, Supervisor Pennycook was President of Pennycook Enterprises, a construction and real estate development firm.  She also served as a Public Member of the California Highway Patrol, where she assisted the hiring panel and interviewed prospective officers.   Early on, Judy served as the director of a cooperative nursery school and as an early childhood instructor.

Ms.  Pennycook received her Bachelor of Arts Degree in Social Science from the University of California, Irvine, graduating Magna Cum Laude; her preliminary teaching credential from  California State University at Northridge; and her Master of Boardmanship Certification from the California School Boards Association.  At the time of her appointment to the Board of Supervisors, Ms. Pennycook was in her second year of law school at Monterey College of Law. Upon retirement from the Board of Supervisors at the end of 2003, Judy became a land use consulant.  At the same time, she was also elected as Trustee to the County Board of Education, where she still serves.  Judy has been honored with numerous distinctions and awards, including being named to  Who's Who in American Women .

Judy is married and has two children, Will and Jody, and three stepchildren, Lauren, Justin and Lindsay. Her husband, Jonathan Battey, was a real estate litigation attorney for 26 years before becoming a Real Estate Broker.  Together, Jonathan and Judy have their own real estate firm - PENNYCOOK PROPERTIES. They practice together from their North Nonterey County home  and have three dogs -  K.C., Slough and Pepper (pictured).

Judy became a California Real Estate Licensee and Realtor in  May, 2004.  And while being a realtor is relatively new to Judy, buying and selling property is not.  For nearly a quarter of a century, she has actively invested in Monterey County real estate.
